Many offices are still lit with fluorescent T12 lighting. T12 is an antiquated technology that is being phased out. Utilities continue to offer incentives to upgrade, but likely not for long.
On June 30, 2010, T12 Ballasts (the component that illuminates the lamps) can no longer be manufactured per a ruling by the U.S. Department of Energy. It is predictable that utility incentives could end since upgrading will then be mandatory as opposed to recommended.

Upgrading office lighting simply involves converting the existing electronics to T8 Fluorescent components. T8 has been around for 20 years and is well supported by many manufacturers. Inexpensive T8 lamps and ballasts offer low ownership costs as well.
